Our fusion formula of human services is modeled on three basic building blocks: administration; service management; and service provision. The new structure fuses the administrative and case management functions of four traditionally separate human service programs under one umbrella: Mental Health; Mental Retardation; Drug and Alcohol; and Children and Youth. |
One administrator, who reports to the county commissioners, and two assistant administrators oversee our 207 full and part-time employees and manage the day-to-day operations of the Agency.
The centralized administration provides a single source for fiscal management, service planning, grant writing and staff development. |

| Streamlining administration has cut costs and reduced paperwork. It has also eliminated data sharing problems and client "labeling" and allows us to determine needs holistically while complying with state and federal mandates. More service options are available for clients with multi-service needs through a wide variety of funding sources.

All intake and case management duties for the county are provided through our Family Services department. New clients complete a Common Application Form to help staff assess and prioritize service needs.
We have no waiting lines for services. Once a client is accepted into the system, a case manager is assigned and services are available immediately.

Through cross-training, every TCHSA case manager is authorized to provide family-based case management services in all categories. Clients and their families have access to all categorical services through one case manager. |
Our Community Services, Clinical Services and Residential Services departments offer a variety of therapeutic services for area residents as well as clients from other counties.
These Agency-run programs generate revenue, which is used to support and enhance county human services. |

| We also purchase services outside the Agency, which we continually monitor through performance based contracting to ensure quality. Our ability to develop our own programs helps ensure that costs for those services purchased outside the Agency remain competitive. Our core of human service professionals allows us to respond quickly to new state and federal mandates and assures that needed services are available for all clients. | | | |
