What is a Local Emergency Management Coordinator (LEMC)?

Pennsylvania’s Emergency Management Services Code (35 Pa. C. S. Section 7101-7707) became law in 1978 and replaced the State Council of Civil Defense Act of 1951. The 1978 Act consolidated existing state laws and updated the role of emergency management within the Commonwealth. Amendments to this Act in 1988 and 1989 further focused the role of emergency management personnel, organizations and responsibilities.

This state law requires that every county and municipal government develop and maintain an emergency management program consistent with the state and federal emergency management program.

An emergency management coordinator is appointed by the Governor based upon the recommendation of the municipality's elected officials and the County Emergency Management Coordinator (EMC). The local coordinator is an employee of the county or municipality and is responsible for implementing the program.

What additional Emergency Management trainings are available?

  • FEMA Emergency Management Professional Program (EMPP) (optional)
    • The vision of the Federal Emergency Management Agency's (FEMA's) Emergency Management Institute (EMI) is to strengthen the field of emergency management by establishing an Emergency Management Professional Program (EMPP). The EMPP provides a structured and progressive framework for acquiring the knowledge, skills, and abilities to enter and progress through the field and to meet the challenges of a dynamic and complex environment. The entire EMPP curriculum is designed to provide a lifetime of learning for a career in emergency management.
    • The EMPP includes three academies
      • National Emergency Management Basic Academy
      • National Emergency Management Advanced Academy (formerly the Leaders Academy)
      • National Emergency Management Executive Academy

    • 2018 Trainings will be held on the following dates starting at 6:30pm (dinner served at 6:00pm for those who RSVP in advance):
      • 02/21 - Wednesday (Introduction to Emergency Management (County Program Orientation) and Damage Assessment Training)
      • 05/16 - Wednesday (Emergency Operations Center (EOC) Training) CANCELED
      • 08/15 - Wednesday (Response Operations Plan (ROP))
      • 11/14 - Wednesday (Continuity of Operations Plan (COOP))
    • 2019 Trainings will be held on the following dates starting at 6:30pm (dinner served at 6:00pm for those who RSVP in advance):
      • 02/20/19 - Wednesday (Introduction to Emergency Management (County Program Orientation, Damage Assessment Training and Critical Program Updates))
      • 05/15/19 - Wednesday (Emergency Operations Center (EOC) Training)

    • Local Emergency Management Coordinators are expected to "maintain 75% attendance at County conducted quarterly training sessions over a four-quarter period." -PEMA Directive D2003-5
